download the "exe" and "pak" binary release choiced disconnect your internet run the setup until it ask to download the "pak" file from internet now copy your "pak" file to "temp" folder from MSWindows in "temp" folder, you will see the file "pak" with "zero bytes" now, still the installation its more easy, not?

I never install my applications in the System Files folder. C:\Programs Files or (x86) ALWAYS NEEDS PRIVILEGIES ADMIN
I prefer to create a default folder at the root of disk C and this way I never need to use Administrator privileges. Understood?
C:\Embarcadero\RAD\20\.... <-- My folder to RAD Studio RIO
C:\Embarcadero\ <--- my components here
then I dont need Admin Privilegies

try ALWAYS create yourself folder and give it ALL PRIVILEGIES for any user then any user logged in your mswindows can read and write in this folder.
I uee always this tactic and dont have any problem.
my folder C:\Embarcadero always have privilegies READ-WRITE (TOTTAL ACCESS) for all user
