1 ) if your "username" MS Windows is in some languange than Inglesh (like, chinese, korean, etc...) you can have problems in RAD 2010 and DevExpress
If possible, try create another user in MSWindows with name in English for example, or using ASCII chars on the nameuser and password.
NOTE: here, a user KOREAN had problem with your "username in Korean", then, he CANNOT install DevExpress in Delphi 2010... as you, dxCoreRS14.dpk would not compile to him.
SOLUTION: he created a user with name in "English" as Admin.
2 ) If your user MSWindows is not ADMINISTRATOR, try running like Admin
3 ) try copy all files DevExpress for RAD 2010 (???14???.???) to LIBRARY folder where all files will be founded to compile
4 ) if possible, try use another computer / VM to test using a English setup for all install for example.

"Seung Ho Jung10 years ago Hello, I found out the reason of the ExpressQuantumGrid Installation Error. The reason is the Microsoft Windows User Account Name written in Korean. If the Windows User Account Name is written in Korean, then the TEMP and TMP path in current user's variable of the environment variables is also written in korean atomatically. If I force to change the TEMP and TMP's path in English, then ExpressQuantumGrid Installation is O.K. I think it is an error of the Embarcadero RAD Studio 2010. Thanks. (I am sorry for my poor english.)"
